How are Applications Processed?
RCIP: The Sudbury RCIP Program ranks applications in a pool using a points-based system. Complete applications meeting the eligibility requirements / minimum score of 79 points required will be placed into the Candidate Pool.

FCIP: The Sudbury FCIP Program operates on a first-in, first-out basis. Complete eligible applications will receive a recommendation in the order they are received, until all recommendations have been allocated.
Tie-breaking rule: If more than one candidate has the lowest score, the complete application that was submitted earliest will receive the recommendation.
Applications not selected for a recommendation will remain in the pool and considered for all draws, for up to 6 months. Applications will not be considered if they are incomplete or do not meet federal eligibility requirements. It is up to employers to ensure they meet the program requirements and that their application is complete.
NEW – Minimum Score Cut-Off (RCIP Only)
The Sudbury RCIP Program ranks applications in a pool using a points-based system. Please note that due to significant program demand, candidates interested in applying to the Sudbury RCIP Program must achieve a score of at least 79 points in order to have their application be considered for the RCIP Pool. Candidates must complete a candidate scoring sheet to determine if they meet the minimum score cut-off and provide it to their employer.
At this time due to significant program demand, candidates with a score below 79 points will not be considered.
NEW – Visitors and New Graduates
Candidates on Visitor Permits and those without Valid Status in Canada
Candidates on a Visitor Permit in Canada or without Valid Status in Canada are ineligible to apply to the Sudbury RCIP and FCIP programs. Candidates must provide proof of temporary resident status if they are located within Canada.
New Graduates
Please note that new graduates planning to apply to the Rural and/or Francophone Community Immigration Pilot (RCIP/FCIP) program after completing their studies must not have their employer apply to the program until after they have begun working for the Designated Employer that is supporting their application.
If applying to the program utilizing the Work Experience exemption for new graduates, you must have:
- A copy of your original diploma for a post-secondary program of two years or longer, and
- A copy of your official transcript
- Proof of application for the Post-Graduate Work Permit (PGWP). Candidates can be on maintained status, but must provide evidence of the application for the PGWP with IRCC.

The City of Greater Sudbury ranks Rural Community Immigration Pilot program applications in a pool using a points-based system. Complete applications meeting the eligibility requirements / minimum score of 50 points required will be placed into the Candidate Pool.

Draws will be completed as per the schedule noted on the RCIP/FCIP Employer page. The highest-scoring applications in the pool as of each draw date will be further assessed by Sudbury RCIP/FCIP staff. Candidates may be requested to participate in a formal interview to further assess their application. The highest-scoring candidates deemed to satisfy the requirements of the Ministerial Instructions will be issued a community recommendation certificate.
