Application Process and Steps

The Sudbury RNIP Program is now re-opened. Applications will be accepted until the 2024 allocation is filled.

Welcome to the Rural and Northern Immigration Pilot Program application process for Sudbury. Please review the information below and follow the steps carefully. Any community-specific questions can be directed to [email protected].

Please review the federal eligibility requirements on the IRCC’s website before proceeding further. To help determine if you’re eligible for the Sudbury RNIP program, or to submit your complete application, please use our RNIP Survey Monkey Apply portal

Please note the following:

*Through IRCC, the Sudbury RNIP is granted a specific number of recommendations per year to issue to candidates which then grants them the ability to apply for permanent residency. Applications will be prioritized to maximize the Program objectives and meet local labour market needs through a point-based system. Not all candidates applying and reaching the minimum threshold will be considered. Only those with the highest scores will be selected from the draw until the number of available recommendations are filled. Please refer to the RNIP draws section for more information.

*In 2024, 51 community recommendations will be reserved for French-speaking applicants to the Sudbury RNIP program. If these allocations are not filled by the last draw of the RNIP pilot, the recommendations will become available to all Sudbury RNIP applicants.

*Applications must be accurate and truthful. Misrepresentation could result in your application being refused, your temporary or permanent resident status being removed, or other consequences. Fraudulent components of your application, including fraudulent letters, employment offers, or suspected collusion between employers, applicants and immigration consultants will be reported to Immigration, Refugees and Citizenship Canada (IRCC) as per reporting requirements. 1: Conventional Stream

The Conventional Stream has no draw restrictions. Eligible candidates in this stream may be considered for regularly occurring draws.

**For all drivers, chauffeurs, couriers, and operators – local drivers only, long-haul drivers are ineligible.
As per the IRCC, only those working within the community boundaries are eligible, therefore, long-haul drivers are ineligible for the RNIP program.

Additionally, those in any NOC, except for those detailed under the Limited Stream below, that earn 20$ per hour or more may qualify for the conventional stream.

2: Limited Stream

A maximum of 24 candidates per year under the Limited Stream may be considered for the Sudbury RNIP Program.1, 2

1  A candidate can bypass the Limited Stream and apply through the conventional stream, even if their occupation is not listed under the conventional stream and their hourly wage is less than $20/ hour, if they are an adult child of a parent who was approved through the RNIP program.

2  If there is a situation in which there are not enough candidates available to draw under the “Conventional” Stream, additional candidates may be drawn from the “Limited” stream, in order to meet the monthly draw limit.

 

3: Out-of-Country Applicants

At this time, out-of-country applications will be considered only for priority industries and occupations. Please see the Candidate Assessment Form on the RNIP Portal for a complete list of priority industries and occupations. In addition, 15 applications not covered under the above categories may be considered, at the sole discretion of the Community Selection Committee, with an emphasis on high-skilled workers. 

 

Process and Steps

Step 1: Make sure you meet the IRCC Federal Eligibility Requirements.

Visit the Government of Canada Immigration, Refugee and Citizenship Canada (IRCC) website for eligibility requirements.

Step 2: Check to see if you match with the Community Requirements.

You should meet at least the Assessment Factor Point minimum cut-off. Further information can be found on the Candidate Assessment Form through the RNIP portal.

  • The Community Selection Committee will be assessing candidate’s ties to the community to ensure that you and your family are prepared to reside within the boundaries of the Sudbury RNIP Program (these boundaries can be found here) after you receive your permanent residency.
Step 3: Find full-time permanent employment in Sudbury in one of the eligible occupations.
  • You are required to be currently employed or have a job offer from an employer within the boundaries of the Sudbury RNIP program in order to qualify for the Sudbury RNIP.
  • Placement agencies are not eligible for the RNIP program. According to IRCC’s Ministerial Instructions, the employer offering the position cannot be considered a business that recruits individuals in order to establish a pool of candidates who are intended to be transferred or contracted to other businesses.
  • Long-haul truck drivers are not eligible for the RNIP program. This includes drivers that typically spend multiple days on the road outside of the Sudbury RNIP boundaries. Truck drivers will only be considered if they leave and return to Sudbury on the same day, on a regular basis.
  • If you are not currently employed or have a job offer, please apply to job postings that meet your past work experience and education. You can find information on available positions by searching on local job search portals such as Greater Sudbury Chamber of Commerce and YMCA of Northeastern Ontario. In addition, we suggest using the federal government’s national job search portal jobbank.gc.ca. Candidates may also want to want examine other private job portals which are national in scope, including Indeed.ca, Monters.ca, LinkedIn.com or others.
  • The City of Greater Sudbury will not assist candidates with their job search.
  • Employers will conduct normal hiring practices, such as interviews and reference checks. You may be required to appear for an in-person interview at your expense.
  • You must have the RNIP Offer of Employment Form IMM 5984E and SRNIP-003 forms filled out and signed by your employer. It is your responsibility to upload these forms as part of your application.
  • The wage for the job being offered must be within the range of wages for that particular occupation within the Northeast region of Ontario (as identified by the federal government).
Step 4: Submit your application through the RNIP Survey Monkey Apply Portal.

Ensure you have the proper documentation ahead of time:

  1. Language: Official test results for the IELTS, CELPIP, TEF or TCF language test.
  2. Education: Official copy of your Canadian diploma or certificate, or official ECA Report.
  3. Work experience: Reference or Experience letter from your former or current employer(s). The letter should:
  • be an official document printed on company letterhead and include:
    • the candidate’s name,
    • the company’s contact information (address, telephone number and e-mail address),
    • the name, title and signature of the immediate supervisor or personnel officer at the company; and
  • indicate all positions held while employed at the company, as well as:
    • job title,
    • duties and responsibilities,
    • job status (if current job),
    • dates worked for the company,
    • number of work hours per week and annual salary plus benefits.

Staff may also request proof of income tax receipts or paystubs.

  1. Job Offer. The letter should be an official document printed on company letterhead and include:
  • the candidate’s name,
  • the company’s contact information (address, telephone number and e-mail address),
  • the name, title and signature of the immediate supervisor or personnel officer at the company; and
  • indicate all positions held while employed at the company, as well as:
    • job title,
    • duties and responsibilities,
    • job status (if current job),
    • dates worked for the company,
    • number of work hours per week and annual salary plus benefits.
  1. Proof of residence (if applicable): Signed lease agreement, or hydro bills noting your name and address for all months claimed.
  2. Other documents: Passport, work permit, marriage certificate (if applicable), etc.

Step 5:  Application Review – RNIP Coordinator

If selected, your application will be reviewed by the RNIP Coordinator and you may be requested to undergo an interview. Only selected candidates will be contacted.

Step 6: Application Review – Community Selection Committee

Selected candidate applications will be reviewed by the Community Selection Committee.

Step 7: Meeting the requirements

If it is determined that you meet the requirements of the RNIP, you will be given a recommendation letter from the Community selection committee. If you are determined not to meet the requirements of the RNIP, you will be advised that you will not be issued a recommendation from the Community Selection Committee. Your application will not be returned to the pool of candidates for future consideration.

All decisions made by the Community Selection Committee are final and not subject to appeal.

Step 8:  Apply for Permanent Residency and Work Permit (if applicable)

Using the community recommendation letter, you can apply directly to IRCC for your Permanent Residency.

NEW: Please note that if your work permit will expire in the near future, we strongly suggest that you take other immediate measures in the meantime to extend it. An RNIP recommendation will not allow you to extend your work permit right away as you would first need to apply for permanent residency and receive the Acknowledgement of Receipt (AOR) which takes several months.

Step 9: IRCC Review

Immigration, Refugees, Citizenship Canada will do further review, including a medical review, financial review, and criminal record checks.

Step 10: Move to Sudbury

Once you have applied for your Permanent Residency and received your RNIP-specific work permit, you can make arrangements for you and your family to move within the geographic boundaries of the Sudbury RNIP program.

Timeline:

  • Draws will occur on a regular basis throughout the year.
  • Applications will be reviewed by the Community Selection Committee on a regular basis.
  • Job application timelines will vary depending on the employer and job you are applying for.

Other important information:

  • Due to the high volume of applications and expressions of interest, we will not be able to answer all inquiries. If you do not hear from us within 8 weeks, it is likely your application is not being considered at this time.
  • Email is the preferred method of communication. Please contact [email protected]
  • The City of Greater Sudbury is not affiliated with any immigration representative, nor do we give preferential treatment to applicants who have hired an immigration representative. However, if you choose to have your paperwork completed by an immigration representative, please refer to the IRCC website for information on making an informed choice.
  • There are other pathways to immigration through IRCC that you may wish to explore.

Please note that applications will not be considered if they are incomplete and/or do not meet the minimum criteria.

Community Requirements

In addition to the federal eligibility criteria, applicants for the RNIP program will be assessed on their intention to live and work within the boundaries of the Sudbury RNIP program* after they have received their permanent residence.

We will prioritize candidates for recommendation using a point-based system. An applicant’s score will assist us in determining the likelihood that an applicant and their family will be able to:

  • Contribute to an urgent or important need in the local economy
  • Build strong relationships with community members

We believe that applicants with higher scores will have a better ability to integrate into the area and stay in the community in the long-term.
